The Rocks is one of the most historic neighbourhoods in Sydney, New South Wales. It was the site of the first European settlement in Australia and is now surrounded by numerous modern developments. The Rocks is both a conservation area and a residential community, allowing it to bridge the gap between the past and present. The Rocks was first occupied by the Gadigal people of the Eora Nation for thousands of years before the arrival of the First Fleet in 1788. It was part of the traditional land of the Cadigal people and was the site of a small indigenous fishing village called Warrane. When the British arrived in 1788, The Rocks became the home of the earliest European settlement in Australia and the birth of the colony of New South Wales. The area rapidly evolved into a bustling port town populated mostly by convicts, exiles, and freed immigrants. The earliest surviving buildings in the area date to this early colonial period. In the mid 19th century, the area began to decline, with many of its buildings being demolished and reduced to slums. The situation worsened during the 1870s and 1880s, with gang warfare and police riots contributing to the area's reputation. In 1900, the NSW government launched a project to clean up The Rocks, which included demolishing more buildings and relocating residents to housing estates outside the city. In the 1970s, The Rocks was designated as an historic precinct and in 1995, the Historic Urban Landscape (HUL) Planning Act was enacted, which initiated the Heritage Conservation Strategy.
