The IERE was founded in 1954 in Madrid, Spain, by the Anglican mission in Spain led by Archbishop Geoffrey Fisher. The main recognized Protestant body in Spain at that time was the Anglican Church, a branch of the Anglican Communion but without direct ties to it. The Archbishop and members of the Church wanted to establish a branch of the Anglican Communion in the country, and in 1954 Bishop Thomas Leishman was appointed to lead the mission in Spain.
