The church was founded and established by the leadership of Pastor Paul Ginthwala and Bishop Henley Mills and is under the administration of Bishop Peter Spurr. In 2008, Pastor Paul Ginthwala was elected as the Overseer of the Emmanuel Apostolic Church and Executive Minister of Worldwide Apostolic Network (WAN). The church is part of the denomination "Church of God of Prophecy" (COGOP) and is governed by the independent Emmanuel Apostolic Council of Elders (EACE).
