Originally, Uplands Park was established in the late 1930s as a public park at the initiative of local Azerbaijani philanthropist and activist H.G. Safarov. In the 1950s and early 1960s, the park underwent extensive reconstruction and landscaping spearheaded by H.G. Safarov and his son, H.G.
