It was built in 1784 by the ruling Sheikhubeyids, and the complex was constructed as a palace for Ishak Pasha. The mosque is an Ottoman/Arabic style wooden structure with two minarets. Inside the mosque there are one large dome, two half-domes, four small backdomes, two mihrabs, one madrasa section, and a decorative octagonal sultan's lodge. The mosque is decorated with elegant Ottoman and Arabic calligraphy. It is one of the most important historical landmarks of Ağrı and a great tourist attraction. The entrance and the inside of the mosque are decorated with geometric and floral patterns. The interior of the mosque is covered with colorful Iznik tiles featuring religious inscriptions. The mihrab of the mosque is decorated with white marble. There are four minarets surrounding the mosque. Its courtyards contain a cemetery and garden.
