The concept of a storage district dates back to the early 1800s, as dreamt up by the Hamburg entrepreneur Johann Cesar VI Hoff. Hoff proposed a Fire Insurance Act in 1845 that made it necessary for a certain class of warehouses to be fire-resistant. The idea to create a storage district in Hamburg was proposed by Johann Schröder, a member of the Hamburg Senate, and approved by the Hamburg Parliament in 1873. The first structures to be built in the district were known as Großlagerhallen, and these large warehouses were designed by ecologically progressive architects. They employed the then-popular steel-frame construction and boasted red-brick facades that made them seem like fortresses. The district quickly grew, with more warehouses being added, and soon the area was large enough to be called a “city within a city”.
