Romaniafaraorfani, or “a Romania without orphans”, was a national welfare project which began in 1997, during the early years of Romania's transition from communism to democracy. The project aimed to reduce the number of children in state orphanages by providing social services to vulnerable families, and by offering grants and loans to families to help them meet the costs of raising their children. The project was led by the Ministry of Social Protection and aimed to promote adoption, family reunification, and economic support. The project also established a network of over 800 NGOs which provided assistance in the areas of psychological counseling, parental education, housing, health services, and poverty-relief initiatives. In the 12 years since its conception, the project has managed to reduce the number of children in Romanian orphanages from 180,000 to just over 9,000.
